Fishing overdepth with the bait still on the bottom and the float slightly over-shotted or held. Tench, big roach, and a bait that does not move.

Laying on is the opposite of fishing on the drop. You set the float overdepth so the bait stays put on the silt or the shelf, and you wait. It is how you present corn to tench, punch to a better roach, or a worm to a perch that will not chase.
The float may sit at an angle. That is fine. A lift or a slide is the bite. Dragging is the enemy — backshot, a heavier float, or less line on the water.
Tench, stamp roach, perch. A still bait on the deck. Tow that would drag a drop-style rig.
Fish feeding on the drop. A pellet-waggler day. A river crease — that is holding back, not laying on.

The universal bait. If you could only have one thing in the bag for a mixed UK stillwater or canal, maggots would still be the answer.
A starting point, not a shopping list you have to finish. Match the water in front of you.
12–13ft float rod, 3000 reel, 3–5lb line, a float you can actually see, fine hooklength.
On the peg
A small bed. You are not drawing fish up.
Plumb, then add 6–18 inches. Tell-tale optional. Float dotted or laying at a slight angle.
Pads, a canal far-shelf, a tench bay.
Bait still on the bottom. No dragging.
Plumb twice. Set overdepth. Feed a small spot. Sit.
Still or slight tow. Enough colour that a still bait is not inspected to death.
Set overdepth, tighten so the bait is still, and wait. A lift or a slide. If the float drags round, you are not laying on — you are being towed.
Starting routine
0–10 min
Get a bait in the water on the line you intend to fish. Do not search the whole venue in ten minutes.
10–30 min
A small bed. You are not drawing fish up.
30–60 min
If nothing, change one thing — depth, bait or spot — not three. Read the troubleshooting on this page.
Lift, slide, or the float laying flatter. Give a second on a dither.
A clean lift once it has committed.
Net anything with size or spines. Wet hands, unhook, return. A photograph is optional; the fish in the water is not.
Calling any overdepth rig 'laying on' while the bait trundles. No plumbing.
Dragging: backshot or heavier float. Tiny fish: bigger bait. Nothing: not on them, or they want it on the drop.
Beginner setup
Insert waggler, six inches overdepth, corn, a tench peg at dawn.
